Will any affiliate programs accept you if you don't have anything on your site?

Is it like a thing where they only accept you if you have already started? Then how would you put up anything if no one accepts you? That might not even be the case I'm asking if it is the case. I know on click bank a lot of things you don't need to sign up for but stuff I would sell isn't on click bank
