Affiliate promoting with PPC through spammy domain, rerouting through money site

I'm seeing a few sites in my niche bidding on brand keywords using a spammy site. I know the affiliate company prohibit this kind of PPC promotion.

When they click a link in the article, rather than go straight to the affiliate, it momentarily goes to what I believe to be a money site, then redirects to the affiliate.

Looking for more info on this, is this a common spam technique?
