Forecasting for the year

I work for an advertiser for a financial product so there’s really no seasonality or coupons.

My boss wants me to project how many sales will happen each month and how I will get there. The struggle I’m having is “how I’ll get there” rather than the numbers by each individual affiliate. He said he wants high level strategy, not just specifics of what placements I want to be featured in (eg not good enough to just find high ranking seo articles and getting my links in there or asking for a newsletter feature).

I always have things I want to try and new affiliates pop up with new opportunities (and old ones too) but I feel like it’s impossible to predict what’s available so far in advance and how it’s going to happen.

I made a plan before and it wasn’t “strategic” enough and this is the second boss to say that without clarifying what “strategic” would look like so I’m just not sure what I’m missing here.
